Page display lock?

I have the default set to open documents to show a single page (fit one full page).  However when scrolling through the document and then zooming in, the view automatically changes to 'fit to width scolling' which I don't like because then I can't scroll through the document with the mouse wheel.  I am looking to lock the page display view to 'fit one full page' no matter how much I zoom so that I can scroll to the next page using my mouse wheel.  Is this a feature that exists in adobe dc?
