Page labeling in browser

I have setup page labelling and it works great if the file is opened in Acrobat.  But open the file in Edge (only one I have tried so far) and the page labeling no longer works. My doc has 1230 pages.  The first 9 include the cover, intro and TOC I have labeled as i, ii, iii ..., the next 1221 start at 1 and go to 1221.

When in Edge the user can only pick from 1-1230 which does not correspond to the page labeling so if the user enters page 3 they get ii instead of the labled page 3. 

I am using version 2025.001.20531 64bit

How do I fix this so the labeling is consistent across various different pdf readers?
