Page labels not working in Acrobat Pro DC Mac

Using the latest update to Acrobat Pro DC 2021.007.20096. (The command is unresponsive on both machines I am using.) It was working prior to this update. Any suggestions from the community? Am I alone?

This seems to be file-specific. Just noticed. Other files do allow this feature. Probably nothing to do about it.
