Is there any way to partially restrict the text areas in a pdf? Would like to lock certain content areas and allow other areas to be editable

It's not possible to restrict just a part of file using the built-in security policies that Acrobat offers, actually.

If they are referring to text fields then it can be done to some extent, yes, but it requires a script, and is not very secure.
