Pass Fail based on a formula of a value in a different cell and multiple arguments

In the attached document I am trying to have the PASS/FAIL cell automatically say Pass/Fail based on the value in the calculated error cells.  But the value is based on the values of the following statement.  +/- 5 deg. F or 0.5% of SAT System Reading (E) whichever is greater.  So basically I need it to look at the SAT System Reading and apply the Calculation of 0.5% to determine the min and max value.  If these values are greater thatn +/- 5 then apply the PASS FAIL based on that.  Otherwise use the +/- 5 to determine Pass Fail.
