Password protection removing fillable form fields

I've searched and searched without being able to find an answer that works. I have a form that I need someone to fill out but it needs to be sent under a password. Every field completely vanishes as soon as I put a password on it. I've attempted Save As: Other - Optimized PDF, which gets me met with long errors talking about incompatibilities with older versions.  I'm at a complete loss, having been trying to make this work for a few months. I'm using Acrobat Pro version 2025.001.20435 64bit.

I did a whole bunch of testing today. Using an open-only password allowed me to view the form fields in Adobe, and the script reported all the fields I had put in. When I opened it outside of Adobe in Edge, there were no form fields to see. When I added editing permissions, Edge had no form fields viewable. I have the Adobe extension in Chrome, which seemed to work fine. When I deactivated the extension, Chrome opened it fine, using only the password to open it, not the password to make changes. Thankfully, it allowed the fields to be filled in and the document downloaded, which kept the setting requiring the password to open. I was hoping to enable anyone I sent it to open in whatever their favorite reader, fill it in, and return it. Do you think that may still be possible, or will my only recourse be Chrome and instructions on how to open, fill, save, and return it?

Hi, It seems to be the problem with other PDF Viewers that they are not able to show form fields correctly. Please work with them to get your issue resolved. Like you are facing issue in seeing the form fields on edge.

Let me know if you face any problem with Adobe Acrobat or Reader. Happy to help.

Thanks,

I just tested the settings in the image and the form fields immediately vanished.

Are you sure they vanished?  Run the following script in the console and see what it returns:

this.numFields;
