What is Adobe's policy on selling PDFs for print with original designs? The designs for sale will be in the rasterized format and the PDF for sale will not be in raw format.

PDF is not an Adobe standard. It is an international standard, ISO 32000.
There is no restriction whatsoever on the part of Adobe in terms of what you do with a PDF file, whether created with Adobe software or third party software.
The only restrictions that may exist are if you are using content, including embedded fonts from non-Adobe sources, that have licensing restrictions.
But there is no Adobe restriction here.
By the way, unless there is some other reason for this, rasterizing content only degrades its quality making it resolution and color device dependent. Why ruin your designs?
