PDF form has required fields, yet it can still be submitted without completing them all

I have created a 3 page PDF form via InDesign and then edited in Acrobat Pro DC. Many of the fields are set as required, yet it has been submitted with some of the fields not being completed. Is there a setting I am missing when creating the form fields?

What kind of fields are they?

They are currently set as Text Fields (see the InDesign Button panel details above). Thanks, Roger

I recommend you only create fields in Acrobat. I've encountered multiple problems with fields created in InDesign.
