Can a PDF Form be opened in any browser and the user can fill and sign the form then submit?

I am using adobe 10.0 standard.

Browser support for PDFs is very limited and varies by browser.  The best way to Fill & Sign the form would be to open the PDF in the desktop version of Adobe Acrobat DC or Adobe Reader DC which is free: get.adobe.com/reader

There is also a free tool in the Adobe Document Cloud "Fill & Sign" which can be used to fill out most any document, just upload the document here, fill it out and download the PDF: https://cloud.acrobat.com/fillsign
