PDF forms on ipad; not opening as a fillable form

Has anyone encountered the issue of pdf forms not opening as a fillable form? Is there a set of steps that I should inform our users of if they choose to open the form on their iPad?

It may be the form is opening in Apple Preview. If the pdf form is opening in any application other than Adobe Reader or Adobe Acrobat, there are usually problems.

Is there a free, safe app that I can instruct ipad users to download from the iTunes store in order to allow them to edit pdf forms?

Yes. They can use the free Adobe Acrobat Reader mobile app.
