pdf opens with different zoom on windows10

I have a problem viewing a pdf file generated by illustrator.
Opening it on a PC with windows10 the zoom level remains different from the zoom with which I see it in other computers.
It would not be a  problem but my client wants anyone who receives the file to see it in the same way (therefore also the same zoom level). Is there any way to force the display to be identical for all computers?

If all users are viewing the PDF file with an Adobe desktop tool, then yes. The initial view in the Document Properties will allow you to set a zoom level. However, not all PDF viewers including Acrobat on mobile respect all of those settings. In short, there is no way to control the zoom level unless everyone is using the same software.
