pdf properties, highlighter and find function not working, OCR not seeing text.

I have a pdf that I printed from the internet (a statute). It printed from Chrome (save as pdf). On this particular pdf, the highlighting function highlights in gigantic ovals. The find function doesn't work. So I used the OCR tool to scan and recognoize text. It didn't work. Abobe isn't seeing the text that I see. I ran a repair of Adobe and checked for updates. I basically did everything that the adobe community suggested to fix this document. What else is there? Is there a fix inside document properties?

Sounds like the PDF's fonts might not have been embedded into the PDF when it was created.

So before running OCR, embed the font using Acrobat's Preflight utility. And then OCR it.

Follow the instructions in this post How to embed fonts in Acrobat 

Afterwards, save the file and then OCR it.
