PDF Review is not working for some Adobe Reader users
We are seeing multiple issues with our review process. Some review users are unable to add comments and Tools are greyed out, while other users have no problem with the review. We are seeing this message even though the extended featues are enabled.

If the author re-submits the review, the users that couldn't comment are now able to. But now the users that were able to comment previously on the review cannot.
We are using a link to a shared network drive publish the review.
Users with the Acrobat Pro are not seeing this problem.
