PDF to excel- no luck with untagging, txt import or copy and paste

Hello,

I am having issues getting this PDF 24-03-cnc-rnc-co.pdf (northportfl.gov) to convert to an Excel document. The columms and rows don't need to be perfect, but starting on page 3 in the pdf the text groupings are top to bottom in each column vs left to right.
