PDF to Word doc

I work in a place where we create braille books for the visually impaired. We first scan the physical books into Adobe Acrobat and then we need to extract a word document that is editable. It needs to be able to convert over not as images, some of the books we scan have multiple images which we don't need, so we end up having to hand type the word Doc. I was wondering if there is a better way to do this process much quicker and easier. Yes we have used the export tool, and still end up with it being an image.
