PDF Tools: Button properties tab labeled "Actions" never appears

I've got a pdf fill in form. 

Anytime I'm creating a button of any sort, but specifically a submit button (to email form), I never have an Actions tab appear to the right of OPTIONS tab, though an action tab seems to be shown in all the tutorials.  Yet it just doesn't ever appear, so I cannot finish off the button with the action to email the form. 

Anyone have any tips?

I'm on a MacPro updated to latest OS.

I'm logged in with my Creative Cloud user and password.   Use Creative Suite as a primary tool in my digital agency business.
