PDFMaker Word to PDF fails to convert ALL alt text

In Word, when I use the Acrobat ribbon Create PDF (PDFMaker), alt text is only carried over in image 2 (out of 15 with alt text in Word). If I use the built in Word File > Save as, all 15 are in the .pdf. Is this a new / never fixed bug?
