Picture Enhanced Metafiles Not Converting to Figure Tags with XObject

When converting a Word doc to a PDF usings Acrobat's Create PDF tool, the images in the Word doc that are Picture Enhanced Metafiles are no longer converting to figure tags with an XObject. Instead, Picture Enhanced Metafiles are now converting as figure tags with nested P tags for any recognized text, which is a major issue for government folks who must adhere to Section 508 (i.e., accessibility laws). This has only recently been an issue--I noticed it toward the end of July 2020.

 

Can any Adobe folks tell me what's going on and perhaps help fix the issue? Picture Enhanced Metafiles are most often the highest quality, so we would really prefer to keep using this file format for images in Word documents that we convert to PDFs, but we need them to convert as figure tags with XObjects for them to be Section 508 compliant. Please help!
