Please help with Metadata

Please can someone tell me when this document was created?

Has it been modified since creation?

The author is saying they created the document back in 2020. Could it be they did and made changes to it so it now reads a date of 2023?

Be aware this information is meaningless. If someone wanted to they could easily fake it to show any date.

That's not the metadata as displayed by Acrobat. Check with Acrobat (Document properties). Those dates may well be dates of copying.
