Plugin Requires the Enabling of Protected Mode at Start up and it is greyed out

Good Day,

I have a required plug-in that end-users use to upload files to FileVision.  The plugin requires adobe dc reader to be in Protected mode at startup.  

I go to Edit>Preferences>security<enhanced>--> and the check box is greyyed out.  Is there anyway to fix this?
