Preflight is disabled

I'm using Adobe Acrobat 2017.  In earlier versions, I've had a Preflight option in Print Production.  Mine is disabled.  I can also see a Preflight option under Optimize PDF and PDF Standards but those are both disabled also.

Anyone have an idea why mine would be disabled?

As you have mentioned that you had the Preflight option in Print Production but its seems disabled for now. There are few possibilities that it's not working for you currently-

1-The file you are working on, is a secured pdf. So, for testing purpose you may check with a different pdf which is not protected.

2- The exact version of application whether its Acrobat Pro DC or Standard. (as you have already confirmed in your further response that its Pro, so this isn't the case here)
