Printer requires password to print even though printing is permitted on pdf

I have recently tried to print a official document(pubically available medical guidelines) with a USB downloaded from a MacBook Air. The file in question has certain protections in place such as prohibited "Copying text or graphics" and "Changing document attributes" but "printing" and "text extraction for accessibility" according to the PDF are allowed. When I go to print the file the printer displayed an error requiring a password to print (there is no where to enter a password in the printer). I also do not have the password to this document.

What can I do to try and fix this.
