I have a pdf that is an a6 booklet. I can only print on a4 paper. Is there a way to set it up so I can print 2 booklets simultaneously on a4 paper? I'm imagining portrait, with one booklet in the top half, one in the bottom.

Out from Acrobat: no. With imposition software: probably. But imposition software is rather expensive.
You can, however, use Indesign to create a customized PDF with the pages placed as needed.
