printing comments on a pdf

Trying to print comments on a pdf for a client. 
The only option is comments on its own page. I'd like the comments on the same page. 
Also, as there have been multiple comments from diff users, a 19 page document goes to 354 pages. 
Tried all the help and ai bots, nothing worked. 
Adobe is too expensive for such a simple request to be difficult .

Have you used this option:

If you have letter size pages, you can print to a tabloid page for actual-size documents. It sounds as if your comments are a bit "verbose" so you can set the font size to small. (I would also eliminate any dupe or unnecessary comments to save space too.)

There may be an option in the print dialog to "include comments when printing", otherwise you can use a preflight fixup to convert the comments to regular page content, where they should print. Tools> Print Production> preflight.

I don't believe this preflight fix will show any comments not already on the page--in other words, it won't expand the comments.
