printing to a pdf on a mac

I am on a Macbook pro, running High Sierra.  I have a pdf file that I need to read on my iPad running iOS 11.  On the Mac, I am told that the pdf is special and I need to print to a pdf using the Adobe Printer so I can read it on the iPad.  But I can find no such option.  If I print to AdobePDF in the PDF printer menu, I am told I am not allowed to do that.  What am I doing incorrectly?

Unfortunately the message is unhelpful because you cannot do that on a Mac any more, not since Mac OS 10.7 and Acrobat 8. You have no way to convert this for your iPad (except the very unsatisfactory method of print-and-scan). The designer of the form didn't intend it to work on a tablet.

Here are the screenshots.  In the printer dialogue box there is not Adobe PDF printer
