Where is the stupid Touch Up tool in Acrobat Pro DC?????

Better still, how cam I rotate pages by something other than 90 degrees?

Best of all, why the heck does Adobe have to make this so damned hard???

If you are working with scanned pages and need to deskew them just a bit, you can use the OCR functions. Part of what happens when Acrobat runs OCR is that it attenmpts to straighten out the pages. You have no control over the rotation angle but perhaps running OCR will give you the result you're looking for and deskew your pages.

I don't recall anything in Acrobat being called the "Touch Up Tool."

The former Touch Up Reading Order tool (TURO) is now called the Reading Order Panel (In the left-side Navigation bar, select the Order tool, and then from its Options menu, select show Reading Order Panel).

You might find a tool for what you want to do in the Edit PDF tools (right hand panel). You can also access the Edit Tools panel from the top upper-left Tools tab.

And I don't recall any method to rotage a page other than by 90 degree increments.
