Problem with actual sizing of a pdf document

I am having difficulty with the actual page sizing of a pdf document.  The document is a book cover template downloaded from the publisher's site.  According to my Acrobat Pro, the document properties show the pdf is the correct size (width and height) and the pritn screen verifies that.  However, when I submit it to the publisher, it is rejected because it is smaller than what their template says it should be.  I am at a loss to figure out how to make the document's actual size match what their cover template says it needs to be.  Is there something in Acrobat Pro that I can utilize to solve this problem with actual sizing?  Or, could the problem be my web browser (Duck Duck Go and Firefox) with my Mac computer?

As the page size appears fine in Acrobat, please let us know the measurement the publisher is looking for.

Please let us know how you are sharing the file with the team. The PDF size should not change when shared with others.

We also suggest checking with the publisher to get more information on how it appears on their end.

The publisher tells me the pdf document size is incorrect and the size of
the pdf they receive is 8.97 x 6.56 inches but needs to be 12.564 x 9.25
inches. Another time they told me the file they received was 4.28 x 6.45
inches. The trim size for the document should be 6 x 9 inches and
the template size should be 15 x 12 inches.

The publisher seems unable to provide any technical assistance and only
refers me to what the errors are in size and to look at their sizing manual
-- which only provides dimensions for book covers and not templates. I
have been trying to rectify this size problem for two months now without
any success. I simply do not know what else to do with the file.
