Problems with export pdf to docx

I have a group of .PDF files supplied to me that I am trying to convert to .DOCX using the Adobe export package some work no problem but some are giving me an error message 'The files security settings do not allow export' despite the files displaying in the viewer. Any help appriciated

Whoever created the PDF did so for a reason.  You can look but not touch.

Ask the document's creator to send you an unlocked version.  If they refuse, you're stuck.

I set my printer to  output to a .pdf then printed & saved the file & it then worked

What do you expect, when the security is set to not export?

A file can be set to allow display in the viewer, and block export. This is a choice made by the person who created the PDF. They do not expect you to convert to DOC or edit.
