Red box green pointer, moves around document. need to remove

I'm working with a transfered engineering drawing that I need to make edits.  These red boxes with a green pointer appear when I attempt to click somwhere around I assume something detected on a document.  And when I click on it, it acts like a hyperlink forcing me somewhere on the page and it will cycle through spots.  It also makes it so I cannot work/delete edits in certain areas. 

Need to know how to disable.  Otherwise I'm forced to play whack a mole at work or restart from last save.

What you are describing is not a "built-in" Acrobat/PDF feature. Without examining the PDF, the most likely cause is form fields with scripts overlaying the drawing.  You might try a couple of things. 

1. turn off JavaScript in the Acrobat Preferences.

2. Select the "Prepare Forms" tools to see what turns up. If there are form fields on the drawing, then you can delete them.

1. turn off JavaScript in the Acrobat Preferences.

2. Select the "Prepare Forms" tools to see what turns up. If there are form fields on the drawing, then you can delete them.

1. JavaScript didn't do anything (maybe it would when transfering the file but I am unable to do that) had no effect on your second step or second option.
2. PERFECT, they were fields and I could delete them.  Appreciate the help very much.

The scripts aren't necessary for the fields to have some interactive behavior. There are other types of actions that can be used. So it's likely there were non-scripted actions on the fields.
