Redact option missing from Tools in Acrobat DC 2015

Redact IS an option in Adobe Acrobat DC 2015, I see the option for all users but the one I JUST installed for a new user. I don't know why it's not an option in Tools as it is for other users. OS on all computers in Win 7. Any suggestions as to why it's not appearing in Tools for this one user?

Redaction tool is not available in Acrobat Standard.
