Redaction only working one time

I use the redact tool throughout my day for my job duties. Once I mark one thing to redact the tool stops working. I have to click Redact Text & Images again for it to work. I have tried to look though the settings but I cannot find anything that will help. Hopefully someone has had this happen to them before and can help. I appreciate it!!

    I attached two images. The first on you can see the Redact Text & Images is blue. The second picture shows where I made a box over the words I want to redact and the Redact Text & Images is greyed out. The only was that I can redact again is if I reengage the Redact Text & Images...
