Redaction repeats many times on same page.

So I have a scanned document that I didn't even take the time to do OCR on.  
It's just something I need for a proof of residency, but it has socials.
So, I click redact text and images, and i make a nice little rectangle over the offending text area and click apply.
Acrobat redacted my rectangle and proceded to repeat that same black rectangle shape 8 times up and down the page, essentially like every inch.

What the hell is that about?

I could only get it to work by actually doing OCR and then redacting as text, so I got it to work, but this doesn't make sense, and if I WAS working with an image and not text, what would I do then?

As you found, Redacting in Acrobat is intended to be used on text. If you want to redact on an image, use an image-based application like Photoshop. 

 

I can't explain the repetition you encountered, sorry.

Probably a shared resource across pages. When you redact it on one page, it gets applied on all others, too.
