Request for E signature not there

I download all of the adobe pro for my city departments,. Some of our adobe pro is not giving them the optio on the app, and when they open a pdf, to requets for E signitures. Ii does on the web based app, but not the app itself. I have followed all the promots about unistalled, reinstalling, edits etc...  please help!!!

Sorry for the troubled experience, and thank you for reaching out. 
It is likely due to one of two reasons:

 

1. The app deployment package was created with online services disabled. However, this cannot be the case if the same deployment package was used for all machines and users, as some users are able to access the e-signature feature.

 

2. Your IT administrator may not have enabled this feature for all users.
