Restrict printing to PDF but not physical printing

I have a PDF document available to read on an online flipbook viewer. I want to be able to let people print it but not download it. I can do this in the settings of the flipbook but people could still print to PDF to make a digital copy of the document. Is there a way in the PDF settings to prevent the print to PDF option but still allow it to be physically printed.

Password protected files do not print using the PDF Printer, but other software my ignore password protection and work around this. I can't imagine also a method disallowing download of a file when it is accessible from the net. The only way I could protect it would be to render offline...

Also to be considered:

I can always scan a printed document and recreate a PDF file with more or less time and effort.
