Rich text formatting tools not displaying for form completers

I'm trying to create a fillable form that includes a couple of fields of longer text. Ideally, people completing the form should be able to use typical formatting tools so that they can bold test, add hyperlinks, etc. In the form creator tool, I have set up the form fields and clicked the option for allowing rich text formatting. But when anyone with a regular, free version of Acrobat tries to enter text, there are no rich text formatting tools available to them -- so all they can do is enter plain text. Am I missing something?
