Rotating stamp with automatic numbering

Hello, I want to make special stamp with automatic numbering (as you put that stamp in PDF file) and with the possibility to rotate with stamp (ideally controlled by rotation of mouse wheel), but number must stay without rotation. Below you cand find basic stamp.

Do you have any idea how to solve this problem or whom I should contact?

Not possible. When you rotate (or resize or move) a stamp it changes as a whole. You can't change just part of it.

I do think, though, that with a bit of cunning it should be possible to write a script that will allow you to replace a selected comment with another one (one that has a different rotation angle, for example), while keeping the same number, thereby allowing you to achieve what you described. This is not a simple task, though.
