Save as comes up blank, cannot save filled form

I am running Windows 10 on an Intel PC, running Acrobat reader DC 32-bit.  all up to date.  21.007.20099.  Others have had this problem but solution posted was only for MAC. 

I received a long PDF form from the government.  After I filled it all in, I tried to save it and got a blank save-as dialog.  Have tried other forms, all with the same result. 

I tried to reinstall Acrobat reader DC, and got a dialog that it is already installed. 

What can I do?

I found the following instructions elsewhere on this web site:

Please go to Edit (Win), Adobe Acrobat (Mac) > Preferences > General > Uncheck 'Showonline storage when saving file' and 'Show online storage when opening file' > Click OK and reboot the computer once.
