'Save As' not functioning on downloaded PDFs

In the past week every PDF I receive, no matter which, I cannot use Save As to save it and give a name I want.  I get this error message: "This file may-be read only, or another user may have it open. Please save the document with a differenbt name of in a diferent folder."

 

It make no difference what name I choose or which folder I try and save it in, I get the same error message.  My only work around is to save it under the name the author gave it, and then change the file name afterwards. Is there something wrong in my Preferences?

    If you are on the Windows platform, you may please refer to the help article (https://helpx.adobe.com/acrobat/kb/unable-to-save-pdf-windows-10.html) and see if that works.

    Preferences in what? Is this a question about Acrobat or Reader?

    It's a question about Reader.  That's the only app I use for saving or reading PDFs.  My browser is Firefox
