Scan&OCR Doesn't automatically recognize text when clicking Edit

When opening a scanned document in adobe pro and select edit, the text isn't recognized automatically, and when I enable Scan&OCR to recognize the text, the document quality drops.
this happens with multiple documents which are scanned forms.
