Scanning files into PDF

I want to create a PDF file from hard copy that can be read generally.  I scanned several pages as jpg files (the only option in my case).  I opened each file in Photoshop, and combined them into one file that I saved as PDF, and as PSD.  I tried opening both with Adobe Pro.  the PDF file opened only one page.  The PSD file tried but failed to upload it to Adobe document cloud.  What am I not understanding?

Don’t scan as JPEG, it’s bad for text. How do you scan, perhaps we can help you find a better choice? Please name scanner and software exactly.

Thanks so much for this answer. I was able to hack around my immediate

problem. I have an ancient scanner for which I've found a driver that

works, but which was not specific to the scanner. I think the long-range

answer is a new scanner that is able to scan in more ways.

Combine the jpg files in Adobe Acrobat.
