Scatthered letters in pdf document

Hello all, 

I had a quesiton regarding PDF document srattered letters. As soon as one of my colleauges start adding text using word and we change the document to view as PDF the letters get scattered. I have installed and re-installed adobe multiple times with no luck. Please look at the attached sample. Any help will be appreciated.
