SECURED pdf downloads

For some reason my pdf downloads have become "SECURED" not allowing me to alter them in any way. How do I reset the default so future downloads are NOT SECURED?

This is not a setting you can turn on or off in your application. It's a part of the file. If a security policy have been applied to it then it will show up as "SECURED". If this is an issue for you, you need to discuss it with the people who send you this file, as they are the ones applying the security policy to it.
