Securing PDF but still allowing scrolling text frames

I have a PDF with forms that have scroll bars to indicate more text. I want to add security to this so that the forms cannot be edited but need to retain the scroll bars so the user can still scroll and see extra text. When I add security I can no longer edit the text but I can't scroll down either. Is this possible? Thanks in advance.
