Security Envelope - Filter Not Registered

Question

I am in the position of needing to create a security envelope to transmit some documents. I am running into an issue after I create and save the security envelope (password encryption for attachments only) where I get the following error when trying to open the newly-encrypted attachments: "There was an error opening this document. The required Crypt Filter is not registed(sic) by the security handler plug-in."

I have uninstalled/reinstalled Acrobat Pro. I have reverted to "old" acrobat. I have tested on another computer. No progress. Any suggestions?

I suspect this is an older, unsupported method and I won't get further, but I hope that is not the case. My submission is super important! Any help is much appreciated!

Please share the steps you take to create a security envelope. It would be helpful if you could share a screen recording of the steps you took and a screenshot of the error message. We would require more information to get this checked.
