Security Issue Comparing PDFs

I received a PDF through DocuSign. Before I sign, I want to compare it to the original I had agreed to. After downloading the unsigned DocuSIgn verson and using the Compare Files tool, I get the message: "These documents have security setting which prevent compart. Please modify the security setting to allow editing and try again."

Where and what can I modify to make Compoare work? Thanks.
