Select tool vs Hand tool

It appears an update was recently done and completely messed up my settings. I mainly use the select tool, and now the hand tool is set as default and I cannot change it back to the select tool permanently. I have tried the setting in Preferences>General, all hand tool options are unchecked. In addition I have tried the Preferences>Accessibility>Other Accessibility Options 'Always display the keyboard selection cursor" and still nothing. Is anyone else having this same issue? Have you found a fix?
