send documents as PDFs not links

I need to know how to change settings so i can shre my documents as pdfs not links. Ive followed the steps listed in many other threads including making sure "always send files as a link" is off in preferances and i have removed the adobe cloud ad in from my outlook. 

Yet whenever i click share it only has the option to share as a link
