Settings for Annotations Don't Get Saved at Exit

Hi.

Adobe Acrobat Pro DC 2020.013.20064

When I set as default, an annotation tool such as arrow with certain customized properties, the settings don't get saved at exit even if the document is saved. This is happening to all annotation features.

My IT has not found a remedy for this issue and cannot easily reinstall Adobe without nuking my computer.

Has anyone else encountered this issue and found a solution?
