"Shared files can't be modified"

Using Acrobat DC,  I share my files with coworkers using "Share With Others".

Today I added checkboxes (via Prepare Forms) on the first page next to their names to confirm they are finished.

After sharing I can click on each checkbox, but other users get the message "Create a copy to modify - Shared files can't be modified. Create a copy and make changes to your copy."

My Document Settings > Security are:
Security Method: No Security 
Filling of form fields: Allowed   (no options are restricted).

Any help is appreciated.

This issue of not being able to modify shared files still hasn’t been fixed as of February 2026.

I am running into the same issue with command buttons on my document. Other features in my document work through the shared link, but the buttons to navigate back to the top of the document produce the same message.

Having the exact same issue. We are reviewing an interactive PDF. Other team members can comment on it, but not click on the links to verify if they work correctly.
