Shared link doesn't open

I created a link to a PDF file, but when I click the link, the file doesn't open. A confirmation message shows in portuguese "qualquer pessoa com o link pode acessar este arquivo" - which translates to "anyone with the link can access this file". A window opens at my browser, but nothing loads in it. 

Also, when I tried to contact the help page, the contact us page doesn't work. Am I not allowed to talk to someone about an issue?
